Re-Engineering Philosophy for Limited Beings is about new approaches to many of the big topics in philosophy of science today, but with a very different take. To begin with, we are urged to reject the received Cartesian-Laplacean myths: Descartes’ certainty and Laplace’s computational omniscience. Instead, Wimsatt re-engineers a philosophy for human beings with all their cognitive limitations. His approaches find their starting point in the actual practices of scientists themselves, which he strongly identifies with engineering practices as the source of (...) researchers’ solutions for dealing with a complex world. He aims to construct an understanding of scientific methodology around the central role of reduction. But he dismisses eliminative reductionism in favor of a heuristic-based realist view. Wimsatt’s world is a complex one, and this means that science needs to do away with all the absolute and simple answers, because they do not reflect the world we are living in. A complex world requires the mindset and tinkering of an engineer to uncover its reality. The appropriate response must be heuristics all the way down as we constantly seek out reliable inferences on often shifting ground. To this end, we aim for models and theories that are robust, just as engineers aim to build robust machines. And although errors occur and approaches are fallible, they allow us to continually adapt the heuristics applied and sharpen our perceptions so as to develop more refined tools for investigating and understanding the world. Gentry was both an academic philosopher, perfectly willing to engage in the philosophical 'conversations' of the written word and, more importantly, a true philosopher, in the Platonic and Socratic style. The reductionistic vision of evolutionary theory, "the gene's eye view of evolution" is the dominant view among evolutionary biologists today. On this view, the gene is the only unit with sufficient stability to act as a unit of selection, with individuals and groups being more ephemeral units of function, but not of selection. This view is argued to be incorrect, on several grounds. The empirical and theoretical bases for the existence of higher-level units of selection are explored, and alternative analyses (...) discussed critically. The success of a multi-level selection theory demands the recognition and development of a multi-level genetics. The way to accomplish this is suggested. The genotype/phenotype distinction also requires further analysis to see how it applies at higher levels of organization. This analysis provides a way of defining genotype and phenotype for cultural evolution, and a treatment of the innate-acquired distinction which are both generalizeable to analyze problems of the nature and focus of scientific change. The use of multiple means of determination to “triangulate” on the existence and character of a common phenomenon, object, or result has had a long tradition in science but has seldom been a matter of primary focus. As with many traditions, it is traceable to Aristotle, who valued having multiple explanations of a phenomenon, and it may also be involved in his distinction between special objects of sense and common sensibles. It is implicit though not emphasized in the distinction between (...) primary and secondary qualities from Galileo onward. Most philosophical accounts of emergence are incompatible with reduction. Most scientists regard a system property as emergent relative to properties of the system's parts if it depends upon their mode of organization--a view consistent with reduction. Emergence can be analyzed as a failure of aggregativity--a state in which "the whole is nothing more than the sum of its parts." Aggregativity requires four conditions, giving tools for analyzing modes of organization. Differently met for different decompositions of the system, and in different (...) degrees, these conditions provide powerful evaluation criteria for choosing decompositions, and heuristics for detecting biases of vulgar reductionisms. A growing number of linguistic attempts to explain how languages change use cultural-evolutionary models involving selection or drift. Developmental constraints and biases, which take center stage in evolutionary developmental biology or evo-devo, seem to be absent within this framework, even though linguistics is home to numerous notions of constraint. In this paper, we show how these evo-devo concepts could be applied to linguistic change and why they should. This requires some conceptual groundwork, due to important differences between linguistic and biotic (...) evolution. In biological evolution, development generates the organism's variable traits on which selection and drift act. In linguistic evolution by analogy, we say development generates the linguistic variants on which selection and drift can act. “Linguistic development” then picks out how individual speakers produce and comprehend language. It involves much more than just learning. Using this broad notion of development, we distinguish between different types of bias that could operate in the processes of linguistic innovation and transmission, which correspond to genetic mutation and biological reproduction, respectively. Having thus sharpened our conceptual toolbox, we then reanalyze two well-documented cases of linguistic change and show that, in both these cases, linguists have only considered Neo-Darwinian evolutionary explanations, falsely deploying an exclusive disjunction of selection and drift. We show that there is at least a third relevant alternative in these examples, namely developmental constraint or bias in the sense we explicate here. (shrink)

Many individuals domestically and internationally who strive for peace and justice are concerned about the new National Security Strategy issued by the George W. Bush Administration in September 2002. 1 William Galston, for example, writes in a recent issue of Philosophy and Public Policy Quarterly: A global strategy based on the new Bush doctrine of preemption means the end of the system of international institutions, laws and norms that we have worked to build for more than a half a (...) century. To his credit, Kissinger recognizes this; he labels Bush’s new approach “revolutionary” and declares, “Regime change as a goal for military intervention challenges the international system.” 2 Does the new Bush doctrine end the international legal system? Is the new Bush doctrine making policy declarations that are unprecedented in United States history? While I share many of the concerns critics are expressing about the new national security strategy, I contend that the more serious issue is not the ways in which this strategy represents a departure from those of prior United States presidential administrations but the actual practices of the Bush administration that appeal to this strategy. I will indicate how this new national security strategy does not represent much of a shift in policy, capability, or practice. Instead, this strategy Bush is using the strategy as an enabling device for a disturbing resurgence of United States global imperialism that serves interests that are actually opposed to the political rhetoric of the value of nations aiming for democracy and a market economy. I conclude by commenting on pursuing genuinely democratic values. I suggest that if the United States were truly committed to democratic values, then any military interventions would require the prior consent of the people. Otherwise what the United States refer to as “bringing democracy” to a people will be more like a militarily enforced authoritarianism that too closely resembles old-style exploitive imperialism.
